Launch of the Sustainable Financing Market and conditions for listing of Alternative Investment Funds on Ljubljana Stock Exchange

The Ljubljana Stock Exchange has laid down the conditions for the operation of the Sustainable Financing Market in its new LJSE Rules, which represents a new segment of the Stock Exchange Market aimed at sustainable financial instruments. These instruments, in addition to meeting the basic conditions for listing on the Stock Exchange Market, will meet one or more sustainability objectives to which their issuers will commit. After being listed on this market, issuers will be required to publish an annual report on the fulfilment of their commitments. Sustainable financial instruments will be specifically highlighted on the Exchange's website. By establishing and managing the infrastructure for trading with sustainable financial instruments, the Ljubljana Stock Exchange is fulfilling its commitment to the sustainable development of the capital market in Slovenia.

Furthermore, the new LJSE Rules also newly regulate the possibility and conditions for the listing of alternative investment funds formed in accordance with the Alternative Investment Funds Act, whereby the LJSE Rules allow the admission of units of alternative funds and shares of investment companies. The conditions for the admission of units of undertakings for collective investment in transferable securities (UCITS units) have also been reformed.

With the implementation of the new LJSE Rules, minor changes regarding the segmentation of the Stock Exchange Market will come into effect, namely:

  • The "Bond Segment" will be renamed into "Debt Instruments Segment", meaning that:
    • all bonds listed in the “Bond Segment” shall be categorized in the “Debt Instruments Segment,” specifically in the “Bond Sub-segment”,
    • all Treasury Bills and Commercial Paper listed in the “Bond segment” shall be categorized under the “Debt Instruments Segment” in the “Money Market Instruments Sub-segment,”
  • the “Open-end Fund Shares Sub-segment” on the “Structured Products Market” is renamed into “UCITS units Sub-segment', where all Open-end Fund Shares shall be categorized.

At the same time, the Ljubljana Stock Exchange has also updated the following instructions:

  • Instructions for Issuers,
  • Trading Instructions,
  • Instructions for Liquidity Providers,
  • Instructions for the Index, Liquidity Criteria, Price List and Other Statistics
  • Guidelines on Disclosure for Listed Companies.

The new Rules, Instructions and Guidelines are available on the Ljubljana Stock Exchange's website (https://ljse.si/en/rules-and-regulations/252) as of 25 March 2024 and all Exchange Acts will be effective as of 9 April 2024.
