Explanations issued by Telekom Slovenije, d.d. regarding statements made on the Tarča television broadcast of 5 February 2026 in relation to the eCare and public notification and alarm system

Per the provisions of the Rules of the Ljubljana Stock Exchange and the applicable legislation, Telekom Slovenije, d.d., with its registered office at Cigaletova ulica 15, Ljubljana, hereby publishes the following announcement:

On the Tarča programme that was broadcast on TV Slovenija 1 on Thursday 5 February 2026, one of the guests gave information that misinformed the viewers. She said that Telekom Slovenije was obtaining additional exclusive business contracts with the government for an eCare service and public notification and alarm system, neither of which (she claimed) were working properly.

We at Telekom Slovenije refute these incorrect and damaging claims that not only harm the reputation of the company but, by misleading the public, harm those who might now be less ready to use services that could improve their quality of life. 

Telekom Slovenije categorically states that it was selected on the basis of a public procurement contract/invitation to tender for both services. We have provided the services in compliance with all the prescribed requirements and deadlines, and been assured of the adequacy of that provision by the contracting authority. 

eCare

Telekom Slovenije developed an eCare service together with a number of partners (Ljubljana University Medical Centre, National Institute of Public Health, Faculty of Medicine, Anton Trstenjak Institute of Gerontology and Intergenerational Relations, Slovenian Federation of Pensioners’ Associations) within the framework of the EU’s Smart Specialisation Programme, and was awarded all the relevant eCare safety and quality certificates back in 2017. The service has been available to users since that time. Up to today, Telekom Slovenije has provided high-quality eCare services to more than 12,000 different users.

Under the national Remote eCare project, 5,200 users have made more than 60,000 calls for assistance and emergency alarm calls, there have been more than 5,500 instances of users receiving help at home as a result of their calls, and more than 600 emergency medical interventions have been carried out. A customer experience survey conducted for the Remote eCare project showed that 98.4% of users felt safer at home with the service than without it, 96.4% believed that eCare was highly beneficial and necessary to them, and 99.2% were satisfied with the way assistance was organised. Many users have said that the eCare service has literally saved their life.

Telekom Slovenije was chosen to carry out the public contract (‘Provision of an eCare Service’) in June 2025, and all payments for the eCare service have always been made solely in accordance with the service provided on a per-user basis.

Public notification and alarm system (SI-ALARM)

Telekom Slovenije was chosen by public invitation to tender to set up and operate the central SI-ALARM system. The SI-ALARM system is operating perfectly and in compliance with the specifications and standards (as the contracting authority confirms). Responsibility for delivering messages to end-users lies with individual mobile operators, per the applicable legislation and the agreements signed with mobile operators.

The SI-ALARM system uses Cell Broadcast technology to enable all mobile phone users to receive push notifications, rapidly and reliably, in a specific geographical area covered by the cell. For a mobile phone to be able to display a SI-ALARM warning message, it must support the Cell Broadcast protocol, and must also have the latest version of the manufacturer’s operating system installed (Android 12 or higher, iOS 26 or higher). This is because older versions do not include the necessary security and functional updates. A mobile phone, even a newer model, will not receive SI-ALARM messages unless it is equipped with the appropriate OS version. We therefore strongly advise all users to update their devices (Android and iOS) on a regular basis.

This announcement will also be accessible on the company’s website (www.telekom.si) for a period of no less than five years.
